The spinners on the propeller hubs identify this as a PBY-4, possibly with a True Blue tail. There are at least five PBYs in this photo: one is visible in front of the starboard float, another's engines and wing are visible over the waist, and there are two aft - one at the base of the far-right antenna and a distant one about halfway to the other antenna.

VP-21 was operating PBY-4s when they moved from Hawaii to the Phillipines (prior to WWII) and became VP-101 of PatWing-10.
